from that page, you'll want to use the 'description' and 'keywords' tags.

the description is what the search engine will show after your page's link in their index

the keywords are what the search engine uses to index your site properly. use keywords related to your site. so if you have an mp3 site, your keywords might be: "mp3; mp3s; music; sounds; audio", etc...

Is using ";" in meta tags better than using ","? All my keywords goes something like "word1, word2, word3".

Supposedly they work. Not sure.

No, Although some search-engines will only read so much of a meta tag. Eg. 50 characters of your title in some search engines!

well i just suggested those two fields since it seems he hasn't heard of meta tags before. in my opinion, those 2 are the most basic when it comes right down to actual use.

when submitting to search engines...do you need to put in keywords there, or does the "robot" automatically pick them up when it scans your site?

it will pick up all the words on the page, but the meta keywords let it pick up certain words that pertain to and define your site, but might not be directly on the page.

do I have to keep resubmitting my website to get the search engines to get me higher? Does it automatically go to my site again?

I don't think resubmitting would help as search engines rescan your site every now and then.

yeah all those but hey i have never gotten very far. try getting high on obscure keywords
