When I boot up, everytime the internet dosnt 'kick in'
I either have to stop the pcmcia card, remove it, and re-insert it to work again
or
disable it, wait a few seconds and re-enable it again
It's getting a little annoying :)

Make sure there aren't bent/scratched pins/contacts, make sure it's in all the way, make sure there isn't something blocking up the PCMCIA slot, try using another card, reformat+reinstall windows.
That's what I'd do :p

Theres no problem with the cables or pins or something.
It Only happens after I restart/boot.

Check for updated Win2000 drivers from the card's company website. Many Windows 98 drivers won't work correctly with 2000. Even if you do have 2000 drivers, DOWNLOAD IT ANYWAY. There probably was an update since you have gotten drivers/bought card.
Drivers are often overlooked as a problem with devices.
Also, look for any conflicts (IRQ etc)
If neither work, reformat/reinstall Windows
If nothing works, your screwed from my point of view :-)
