I have seen it happen, how do people do it so the computer screen is on the TV and the music comes out of the tv speakers too?

Well I dunno why you'd want to hook it to a TV, unless it's a new HD or something, but anyway...
You need a TV-out on your video card. Usually it'll be S-Video. As far as audio, check what connections your reciever has. You should be able to run RCA cables from your soundcard to reciever, but it'll depend on your stuff.

get a video card that has a TV-out (usually an s-video connector) and then plug that into your tv if will fit or otherwise a video/audio to cinch cable which will plug into most modern (European) tv's.
You can also get a new card specifically for showing on your TV or get an "add on" box that goes in between the monitor-out socket on your video card and the cable of your monitor. It'll have all the necessary connectors to connect to your tv as well (or you can get a wireless one as well which is more convenient if your TV isn't somewhere close to your computer). Take a look at Trust's (http://www.trust.com) site. They have several products like that.
