what are some pretty inexpensive international TLDs that allow registration of 1 and 2 letter second level domains?

You might try this:

They seem to list most of the international domains, along with the pricing for each one. Of all the multi country sites I think they probably come close to being the cheapest. Short of that you could always try to hunt down the actual national TLD registrar site for a particular country - quite a task I would imagine though...

yeah go with all domains they are great and very reliable
