Help me with this layout

Umm, the logo and the top banner just doesn't work too well, what should I do, I want to keep this same basic design.

Maybe make a table to contain the top banner? Sort of like seperating them.

The top banner is already within a table. I can't get right, how does it look now?

I mean have something like a black bordered table (of course not using the border attribute that comes with table tag).
