Need inexpensive Hosting with root access

I'm looking for inexpensive hosting with theese features:

1. 128Mb shared memory or root access.
2. Full-fledged Perl

I'm paid for my CC.

But presence serious script not ground for overpay high price some impudent hosters. I want to select REASONABLE price, this does not means cheap.

You can only get root access if you pay for a UML or a dedicated server. You won't be able to have root access in a shared environment. :(
