i own a domain with 123reg.co.uk and have recently discovered that i can't change my dns settings (cname, A records, mx) if i move the nameservers away from theirs. is this normal practice?

i'm trying to use oemmail's free services but cant as i'm having my site hosted somewhere else. 123reg is still my registrar.

Since those are services on their nameservers, that's just the way it is.

A friend of mine just registered a me.uk domain and he's using his hosts nameservers, i'm certain that he registered the domain with 123reg.co.uk

I'll find out and let you know

I think he means he can't use the DNS capabilities that 123reg.co.uk offers when he uses another nameserver...

Maybe I just got it wrong, though...

123-reg.co.uk is the registrar of your domain name. In the control panel you can change the nameservers to what ever you want as long as these nameservers are functioning. I suggest that you change the nameservers to a free dns provider such as Xtremeweb.de (https://dns.xtremeweb.de secure server) and control the dns for the domain through the provider.
If you are setting up a mail system thru Oemmail in MX record you will have something like:
xyz.co.uk. IN MX 0 mail.oemmail.com. (use 0 eventhough they tell you to use 10)

and a CNAME record:
themail.xyz.co.uk. IN CNAME web.oemmail.com.

They Charge (for UK domains)
UKReg = 0.45
123Reg = 0.09

Overall Charge (Their Charge + NIC Fees + VAT)
UKReg = 2.95
123Reg = 2.99

That alone doesn't make sense, but this (which could be false advertising), out the way, i have found in MY past experience, that for what you pay their support sucks.

I was one of these idiots paying £2.99 a month for 250mb/1000mb. (That was when i first started out on paid hosts, so i wasn't sure of what to expect for certain prices). I have have to asked them for support twice, both times it took over a week (well, working week, five days), and the replies weren't very helpfull.

However, this is my personal experience, obviously there may be some out there who think 123reg are the best registrar in the world. They just really really annoyed me, so its good to get it out my system ;)
