Download and install PHPerl2 (http://phperl2.sf.net).
Get a dynamic IP service (such as No-IP (http://no-ip.com)).
Review your ISP's TOS though, most have a clause stating that you can't run servers.

The whole point of No-IP is that you download a program that monitors your IP address and provides a sub-domain instead of an IP address for you to use. Everything should work fine, there's plenty of documentation at the No-IP site.

Okay, I guess I've got a few questions.
1) Do you have a static IP address?
2) Can you access and run PHP scripts through localhost (127.0.0.1)?
3) Would you mind providing your IP address to see if it's available now over the 'net?
