Lemme get this straight; you want a newsboard and a forum combined? As in, certain people post news and the visitors can post their comments? Or am I thinking or something different?

like i have a newsboard with a comments link and when people click the comments link it goes to a thread on the forum where people can post comments, only people registered for the forum could post comments

http://www.phpnuke.org does exactly that, and it's free.
you need php and mysql on your server though. phpnuke basically runs your entire site.

Since I don't know which code you're wanting your newsforum to run on and since a PHP/SQL answer has been given, a CGI solution would be News Publisher.

ikonboard has an announcements section built right in. works just like a news board. it's at the top of the forum. you'd just link to whatever.com/cgi-bin/announcements.cgi.
