Well with the list that's available i would say proboards everytime :)
For a remotley hosted board service that has such a huge number of boards hosted, both the admins Pat & Craig still manage to offer great support in their forums, working through the threads at least once a day :)
Features wise i'd say they are also the best choice from the list you posted (of the ones i know)

remotly hosted forums are not the best i like vbulletin mostly (this site is useing vbulletin) and then wbb (woltlab burning board), then last but not least phpbb but i dont like it much but it has some nice hacks

phpbb all the way it has some better features than vbulletin but then it loses out on some like the buddy list but then the phpbb modding peeps have made one. But then you need a php and mysql provider and it is hard to get a decent free 1 these days

the best free forum software is invisionboard. It has all of the features you need and it runs faster than phpBB.
