Photoshop Question

One of my friends just asked me a question on a instant messanger.

He is trying to use Adobe Photoshop 7.0 but it won't open saying..
'Could not intialize Photoshop becuase the Scratch Disks are full'

Anyone know what is wrong?

the disk on wich the temp folders are located is full.
clean up the disk in question
