Can I just ask what the addon and parked domains are to be used for if users are only allowed to use a subdomain address?

the subdomains can be used like this:

Say if your username is "me"

You have the address: me.riverworld.net

You can also set up 100:

things.me.riverworld.net

or

subsubdomains.me.riverworld.net

As for the addon domains- that's just a flaw in the above post :p users do have access to them, but they're not allowed to use them quite frankly

how could you know the user is from the countries you request?

Firstly, we trust them and just ask them.

Secondly, it is usually obvious what country someone comes from, whether it be via their IP address or their website they currently have or want to make. Many things lead up to this. There are of course other ways to find out ;)
