http://www.dot.tk is good for the url itself you.tk, it also has email forwarders and traffic stats, but alot of .tk sites i click on often take ages to load so, i guess that would be annoying.
http://shorturl.com are probally one of the most reliable and have some good features (search engine submission, good traffic stats) they have various domains like you.vze.com, you.2ya.com and others
or
http://joynic.com they seem to be very good, have several domains, and i think they also have path forwarding meaning you can use http://your-shorturl/somepage.html to direct to a particular page/directory on your site, most redirections don't allow that.
or godaddy.com have .us domains for $4.95 at the moment - bargin :D

DotTK would be the best if they were reliable, but I find joynic to be the best.

I've found JoyNIC takes forever to resolve, if it doesn't just give up. I've stopped giving out my JoyNIC address.

have a try
http://www.active.ws/domains/
They are short and meaningful - therefore easy to remember. The easier your URL is to remember, the better the chances of more visitors coming to your web site more often.
Many of them are still available - while all other short and meaningful domain names (.com's, .net's, etc.) are already taken.
No ads - you have full control of what is displayed when visitors visit your web site through your Active.ws domain name.
More visitors - our free web site tools (Bookmark, Recommend, etc.) will attract new visitors to your web site and encourage them to visit it over and over.
Traffic statistics - we will provide you with daily statistics of your web site in real time.
Never lose your traffic - with Active.ws your web site URL is permanent, therefore visitors will find your web site even if you change hosting providers.
Instant activation - other domain names take 72 hours to activate and each time you make changes to them you have to wait for up to 72 hours for those changes to take effect. At Active.ws all changes take effect instantly.
Some technical information about our service:
Subdomain address - unlike so many other URL redirection services we give you your own subdomain. For example you can use http://your-name.active.ws/ as well as http://www.active.ws/your-name/.
URL cloaking - URL cloaking keeps your Active.ws domain name visible in your browser's address bar effectively hiding your real web site URL.
Path forwarding - using path forwarding you can link to files and directories on your web site through your Active.ws domain name. For example you can use http://your-name.active.ws/page.html instead of http://www.your-isp.com/~your-account/page.html.
Subdomain forwarding - using subdomain forwarding you can link subdirectories on your web site through your Active.ws domain name. For example you could use http://directory.your-name.active.ws/ instead of http://www.your-isp.com/~your-account/directory/.
Meta information - keyword and description meta tags can be used in order to improve your search engine rankings. This helps drive traffic to your web site.
WWW prefix is ignored - you can use Active.ws domain names with or without "www." prefix.
E-mail forwarding - messages sent to your-name@active.ws e-mail address will be automatically forwarded to the e-mail address that you have provided during domain name registration.
