Is there any company that I can get domains for under $10 and lets me pay in Canadian dollars?

It doesn't matter if their prices are in US dollars, it will convert during the purchase process. Really, it doesn't matter if it's US dollars. You will just be charged the equivalent amount in CAD on your bill.
