Cheapest .tv domain registration?

I am considering buying a .tv domain for an actor fansite, and they seem quite pricey. Can somebody give me a quick overview of what is a complete ripoff and what is a good deal? Thanks...!

I actually heard Tuvalu? is starting to do quite well because of their domain name... just taking advantage of it being .tv ;) But I think I read somewhere they had quite a few people because of the domain name...

what are the rules regarding .tv's btw?
