Houston Web designer needed

Urgent need for an Expert Web designer to put together a solution for our group. Site needs to have a Announcement of upcoming events, Discussion Forum, a file (word/Excel/Txt) archive so files can be downloaded by users. Sign in is required to restrict access to qualified members. Need this person in Houston, so he/she can hand off maintenance of site to me. Price is negotiable. I have already started a shell site to provide a rough overview.

Ok...so there are over 14000 members here and IO know that somebody is based out of Houston....May I ask again for a Houston based Web designer to step up to the task of designing a professional website containing much of these features talked about in the forums.
