Use Nero to burn it or Daemon Tools to mount it.

I thought a ".bin" file was just any random binary file, that didn't have it's own extension.

You can either burn it or mount the image with something like Daemon Tools.

I use Fireburn and it's fine.

Most burning programs should work fine. I just use Nero because I got it free.

Cue is basically a map for where to place the bin files.
