Companies like GoDaddy.com, Enom.com, Register.com are certified members of ICANN. They buy domains from them at $6 dollars a domain and in turn sell it to you at whatever cost.
To become an ICAN certified member, you need to pay the non-refundable application fee of $2500. Than it's a $4,000 yearly fee on the first TLD and $500 after that.
And finally you need to have at elsat $70,000 in cash.
Now if you buy a domain from Godaddy.com, when it's registered, it's own by you. And if you got a server, than you would change the nameservers of your domain to point to your server, and that can be done through members area in GoDaddy.com.
