The two problems with your request are the no ads, and the stable part. Neither of those are really dependable. We could say that right now a host has no ads, or that it is stable, but that could change very easily. For no ad sites, http://www.under-host.com, http://www.f2s.com, and some others I don't know. For stable sites, you would be best to go to big ones, tripod, angelfire, and the like.

how about getting a host that has a banner because even though the host will have a banner it is much more reliable than a host with no ads. Hosts with no ads get overcrowded. You could always sign up with http://www.yupapa.com they just started so it might not be that bad.

f2s, imho, not really bad, but they are stopping sign-ups for a some days...
i don`t need cgi-bin, much space, and other advanced features, just 3 - no ads, minimum-stable and ftp access
