Using hostpulse's Web site speed test, what are decent average ping times?

For example, a site that uses only static HTML pages (around 140K) with few graphics, does it matter whether a host's average ping range is from say around 140 ms?

Will visitors notice the difference?

I've tested several sites ranging from around 120ms and I don't notice much difference whether using a fast cable modem or dial-up. I realize there are many more variables, but am wondering is there any general rule of thumb with the parameters given above?

I also noticed that several cheap Web hosts have rates in the around 90 ms range, it's not a bad.

but every customer have to feel like that.......

if they feel like that then it's not really a badone!!!!!

Pinging a server will only give you a very rough estimate on the host's connection and will vary depending on your location in the world. There are quite a few hosts that just disable ping replies as well for whatever reason.
Something a little more useful might be to do a traceroute which will show the route (at that moment in time) packets will take to go from your computer to the web server. In this case, the fewer hops the better but again this will depend on your ISP and your location etc.
Neither of those two will tell you whether the server might be overloaded though (for example 100 clients each running a forum at the same time) so try to find a site that's hosted by the one you're interested in and browse through that to get a feeling of the speed.
The best thing is still to ask someone who is actually hosted by them what their experience has been so far.
