I am looking for a good banner program or popup program-
POPUP
-Does not need to fully load
-Does not have to be clicked on
-Registers Every Load Not One Per IP Address Per 24 Hours
BANNER
-Pays per display of banner not click
-Pays if you click, as well as paying for display.

Please if anyone can help me with either of these just post a reply in the forum and i will be most grateful.

Manonthemoon, the advertiser-publisher relationship is only successful if the advertiser benefits in the long run. Since there is no value in what you are proposing from the advertiser's perspective, you'll never find a program like this made available.

If you start thinking from a buyer's point of view, and providing quality exposure to your advertising partners, you'll see your revenues increase without having to seek out unrealistic systems.
