Why do most advertising places not allow IFRAME? Most of the banner rotation scripts now use IFRAME or ILAYER to display the banners.

Anyone have any clue?

The problem comes from abuse. While, as you said, reputable ad serving software often uses iFrame/iLayer, it can also be used to set banners off-screen, or in a space small enough as to be invisible, and cheaters have taken advantage of this.

In truth, most services have no problem with their publishers serving banners within iFrame, but it is worth your while to contact an admin in advance to outline which rotation system you will be using, so that you don't become a blip on their flagging radar.
