Help on formatting forms

Hello.

I'd be grateful if someone could help me. I have two forms located at:
www.patwa.falconsys.net/sen-net/feedback.html and
www.patwa.falconsys.net/sen-net/signup.html

I used Frontpage 2002 as the editor for both forms, although I did not use the wizard. I manually inserted all the fields, and checked the HTML through myself. I could not find anything wrong.
Yet, in the first form, there are these awful gaps between the fields, whilst in the second, created immediately after the first, it's fine but for only a few gaps. Also, the first form is automatically detected by my form filler, but the second isn't. What's going on?

Can someone help and please explain where I'm going wrong.
