R-Anime is in desperate need of a host

For the last few weeks, R-Anime has been hosted by TyphoonGFX.com. Problem is, they're host, well...sucks. So we have a lot of downtime. Now we desperately need a reliable host. Here is what we need:
About 200mb space (We might need more)
2gb Bandwidth or more
PHP
CGI/Perl
At least 2 MySQL Databases (And ability to make users would be nice)
cPanel or Ensim (optional)
FTP
5 Subdomains (If domain hostinng)
Email Forwarding (If Domain Hosting)
Domain hosting or subdomain
No Pop-Ups
99% uptime gaurantee

What you get:
Become a member of banner exchange (Get your 468x60 banner randomly shown on our pages)
Get your button shown on every page of our site, including splash(excluding topsite, forum etc.)

I know this is much to ask but it would be greatly appreciated

My Stats (http://www.advancestats.com/cgi-bin/stats/viewstats.cgi?id=ranime) As you can see, unfortunately not much. We haven't gotten to make progress because of the downtime. I am trying Zer0 Host but they offer 100mb until I can post mor. So unless someone can offer more, I'm sticking with them.
