how can I make a template that can be used for multiple pages but edited from one

Hi, I'm new to this forum as well as web design. I 've taken some basic html & css tutorials and have started to put a site together. I'm trying to build a css page that would work as a template for the pages in the site but I have not figured out if I can place content & links in to css. I dont want to use frames, is there any other options?

If any one has any suggestions I'd really appreciate it.

I did a little pokin around at it looks like SSI can do what I need. I realy appreciate the help. I noticed there were several tutorials available, is there a particular site that anyone knows about that caters to the rookie.
