perl builder is OK but costs cash you can get a demo and see

All I use is EditPlus, which is a shareware. But you can download it from http://www.editplus.com

It's definitely better than Notepad, not a big program, and supports almost every programming language syntax there is (by means of "syntax files" which are available for free download at the website). The usual ones like Perl, Java, PHP, etc. are included by default, of course.

I'm using Perl Builder 2 and I think it's great.
