Opinion needed: Nocster?

Hello,

I'm thinking about buying a "small" dedicated server.
I search several forums and came to the conclusion that Nocster might be what I want:

Does anyone know if Nocster has good services/pings/speeds/support?

Also does anyone maybe know a dedicated server hoster who offers better services for the same cash? (about $60/month)
I'm not really happy with the fact that I only get 100GB/month on that Nocster package.

Also my last question: As you can see I can choose between these processors:
- Intel Celeron™ 1.7GHZ
- AMD Athlon™ XP 1700 1.47GHZ

Which would you choose?

But we need "IRC allowed" and Nocster replied on my e-mail that IRC access (clients and servers) are not allowed :(
