Currently i am interested into setting up something like this, can i get a SERIOUS price range for it?

Global Login System for:
CGI made BBS
CGI made Chat
CGI made News System
CGI made Review System
CGI out news system
and etc. etc.

This system should track how much one posts news, goes to boards and etc. Also allow access to certain area for admins only and etc. for things like posting news/reviews.
