I have received checks from all but two of the above (Click2Net, which I've never used personally; and FineClicks, which is a new program, so I have yet to reach the minimum payment threshold).
They are all highly reputable and will pay for any and all valid traffic delivered through their banners/text links.

The best is the one that accepts you. ;)
In this market, you'll find that regardless of how good your site may be, many of the best ad networks will decline your application since they are working hard to best serve their existing clients by reducing their intake of new inventory.
As such, your best bet is to apply for all of the above programs, and then decide from those that have accepted you.
