I have a $30 - $50 yearly budget to host my website. I will not have a rush of users right away, so I do not need anything with a lot of bandwidth, and a few hundred MB of space is okay for now.
I'm thinking between

and
http://hosting.made2own.com/
Starter plan.
Mesopia packs up a better deal, but I am new, and somewhat afrad of the "unlimited" mySQL's and email accounts.
If you have any tips as to what I should chose, or know a similar host yourself, please do help. Thanks.

Have a poke around hosting forums (using the search facility) and things...
You don't need a great deal of concern for unlimited mySql accounts and email accounts - granted they take server resources, but it's not the same as saying unlimited space and data transfer/bandwidth.
Even our hosting, www.riverworld.net has deals that may suit your needs - with reduced rates for annual sales (contact us for more information).
Just be careful that the host isn't offering too much resources for too little price.

If you are looking shared hosting, take a look at p4host.com (http://www.p4host.com/webhosting.php) and Unithosting.net (http://www.unithosting.net/virtual.php). Haven't used either of them myself but worth a look. Just don't expect the world for that price.

It does have tempting hosting plans. However, help yourself out by visiting its forum. The guy (jay...the owner) usually promises.....promises.....promises to take care of problems. He dodges your questions. If you want tech support, post in public forum ...do NOT ask for help by email.
There are several budget hosts that offers adequate service (if not quality) out there. Good luck
