I recommend Unithosting, you can ask them for custom hosting for resller, because their lowest is 12$ monthly, but you can probably get close to what you want there for 5$ a month. I think Unithosting are the best, they have awesome support and awesome plans. Just tell em I sent you :D (not referral, I am not a customer due to reasons:money, time, age) But I have been considering it!
