I would suggest you contact some hosts once you have a short list to go through.
Your needs seem pretty basic to me so there are going to be hundreds of hosts that could offer what you ask for.

As far as check payment...this is a good pre-sales question for them.
Unfortunately we cannt setup accounts UNTIL we receive payment. I think you will find this is true with most hosts that have been in the business for a few years.

Best of luck in your search, and I hope you will not be too bombarded by un-realistic offers.
