I was wondering is it possible to host stuff like picture posts on a webhost with cgi, but have the script set so it will upload to a different host that dosen't support cgi.

You'd have to do something like have the cgi site ftp into the non-cgi site and upload that way... Probably not worth the trouble and security risk...
