Pretty much any forum script will have alot of files. Personally I'd go with an Ikonboard. You'll note you generally reuse the image directory so alot of space/files don't need to be redone for every board. You could just incorporate all the files into one (alot of sub functions) but you'd lose performance through the CPU requirement....
