Which should I choose?

I was originally planning to go with FrostyJohn's (Frostyhost) offer of $2 per month reseller accounts, but I came across http://www.resellerspanel.com

Would that be cheaper than going with FrostyJohn? Or should I stick with my original intention?

bye frostyhost you pay for the space, you have to make your own page and your keep all money if you sell accounts.

bye reseller, you have a finished page, and sell for them,
and and you get a participation.

well pretty much you'll be resellerspanel.com's sales rep. if you get a reseller, you will be able to chose how much space/bandwidth/features/etc. you can offer and how much you want to sell it for.
