The web-based File Manager works great. Has some nice WYSIWYG tools. A two-line link is automatically placed at the bottom of your HTML pages. I'm still working on setting up the FTP -- it doesn't come up automatically. Stay tuned.

I finally got the FTP to work, with some help from the site host Administrator, who has been very prompt in replying to my messages. I post here what I've learned, in case it can save anybody else some time:
To get the FTP enabled, you must
(1) Load your web pages using the File Manager (at least your main INDEX.HTML).
(2) Register at the web host's forum, and wait for the confirmation e-mail (it arrived promptly).
(3) Request FTP in a post, naming your web site.
(4) After review, the Administrator will advise in a reply to your post (in the forum) that your FTP has been enabled.
Here's where it gets tricky (but the instructions contained in the FIRST e-mail confirmation you received setting up the File Manager account are quite complete):
In the File Manager, there is a section called "FTP Server Access Details". It will assign you an "Account Name" which will be a combination of the USERNAME (that you use to log in to the File Manager) plus some other unique characters. This COMBINATION will be the "USER ID" you put into your FTP Client. If your FTP Client has a field called ACCOUNT (like mine does), it does no good to put this combination ACCOUNT NAME in that field.
Next, you must set your FTP Client to access PORT 2100 (instead of the usual PORT 21), and you must "enable Passive Mode" (whatever that is).
At this point, your FTP Client should work -- in my case it didn't work from my office computer. It did (however) work from my laptop on a DIALUP connection which has no FIREWALL. I am still unable to access this account from my office (which uses a T-1 LAN and a hardware firewall). I am ASSUMING the office firewall does not like PORT 2100 or PASSIVE MODE (or both). This may not be good for you if you're going to be accessing your FTP account from various Internet Cafes or CyberStrike Dens, whose firewalls may also block your access.
But that's the only caveat I have regarding this provider. The File Manager is EXCELLENT. The host's site is very nicely laid out with great graphics, and EVERY LINK WORKS (how many sites can you say THAT about). Setting up the account was like an Easter Egg Hunt -- Sign up here, wait for e-mail, click this confirmation link, upload INDEX.HTML, sign up for forum, wait for e-mail, click confirmation link, post FTP request on forum, wait for administrator to approve site design, fiddle with your FTP client getting all the odd settings right.
