Which both do not have vBulletin.

Anyway... You aren't gonna get a free remotely hosted vBulletin. It's a simple as that.

What you need to do is purchase a Vbulletin license and find any host who can provide you MySQL database and other features needed by Vbulletin.

If you are not willing to pay $$$ for Vbulletin, you may download their lite version or other Bulletin Board like:
