Looks nice... how about trying to make that shoutbox in one frame only. It's really confusing as it is now.

It looks ok, pretty straight forward.
However you should fix that horizontal scroll-bar in the shoutbox frame.
And the scrollbar in the navigation frame, also kinda ruins the whole thing.
I must say Im not too fond of frames at all ... scrollbars being one of the reasons :)
