Need small but reliable webspace

need a small webspace, at least 20mb, but with as much uptime as possible(99.9% is best, of course). As for ads i hope to be able to just put a text link on the site. All file types must be accepted, as i use some uncommon script for my webpage design, and lastly at least as the 200kb maximum file size.

I don't think that's too much to ask, for stats, except for the ads part. Is it possible for these simple stats to request just a text link? It's a personal site. Also the uptime is important, as it will be a means of communication for a small group of people.
