There is a distinct line between good rates and hurtling-towards-bankruptcy. 1GB space in $12/yr kinda falls in the latter.

We do one dollar hosting ($12/yr) in our entry-level Plan, we even turn up in Top10 google for "one dollar hosting" - but that's 200mb disk, 1 Gb disk in that would be very counterproductive to costing.

Most hosts do not use PayPal. Just go to thewhir.com or webhostdir.com and choose one.

Most hosts offer options for payment and may offer paypal as an added option for clients.
Just email them and ask.

Usually only the "kiddy" hosts go for paypal only as they cannot get a merchants account.

With a full merchants account, you can actually somewhat feel relieved your dealing with a real company as to get a full merchants account the company needs:

a business checking account
EIN #.

And to get a business checking account you need to show valid proof with something like Articles of Incorporation if your a company or even a DBA - Doing Business As if your only a sole proprietor or partnership.
