NO!! No forum host allows you to use pay2you ad-service... since it is just another scam (IMO), you should never accept one of these!!! Please also note that there's only ONE host which does this... and even if it says that it's free... you MUST give out your e-mail, REAL ADDRESS (city, state, country, zip-code), telephone number, etc. as well as any host who does pay2you.

THere is one Forumhoster which when you buy premuim hosting 5 bucks a day you get
FTP
Unlimited Transfer
250 Meg Diskspace
ALot MORE !!

But, that's not a Free Service, so it isn't allowed in this forum. Unless it has a free plan.
