"Forum Only" sites usually never survive. You need a whole site to go along with a forum.

There are way too many forums. The rule is to start off small, then expand as necessary.

I counted 45 forums. and what MM983 said is perfectly correct. Start off with just a few forums, try 5 or 6. Than when you get more members you add/expand. This way if you start with let's say 6 forums, when new users find this forum they'll see there are active posts in these forums.
If you have 45 forums and a new user goes to the site and see's that only 1 or 2 forums are active they usually will leave.
