OS Commerce Friendly Hosting

I'm looking for an OS Commerce friendly host. The problem with my current host is it adds lines to the end of my english.php file, resulting in errors. I am looking for hosting where this won't happen.

My current hosting: (looking for something very similar)

4GB Bandwidth
cPanel 9
Fantastico Deluxe
Unlimited email, mySQL, etc.

I would also like to upload files to the server (with the IP address) before the transfer, if possible.
