If right now I have an unverified account and I can no longer withdraw/send funds, and I add my [ok, not mine, my mum or dad's] credit card, will my funds that I accumulated before verifying be able to withdraw?

Yes, once your account is verified then you can withdraw all. I would be careful because paypal loves freezing the accounts of people who use other people credit cards (when the names dont match it will give it wasy) and people who are under age.

Problem is they don't accept savings for verification in Singapore.

Anyone have no problems with using their parents CC?

I use my parents Credit Card. Works fine.
