Targetwords.com. Ran by Popupsponsor.com. I signed up about a week ago, but never heard from them.

Affiliate programs such as Amazon, and use textlinks to link to products, in a way will be "textlink" in principal, and more targeted, but revenue stream is not consistent and guaranteed.
