I signed up one time, but I never really used them. That was 'cause of the bandwidth. 200 mb/month (7mb/day) is quite low. Also I think there are some kind of restrictions on ASP. But I remember you I am not an active member so I cannot be sure of how their service is like.
but I think that if you are searching for a free ASP host then it is one of the best.

Brinkster just sent out a mailing to all members with the following to say about bandwidth for free spaces:
"In an attempt to bring you the best service possible and ensure that our servers are meeting the needs of our members, beginning June 1, 2001, bandwidth limitations will be enforced. This means that each General member will be allowed 500 MB per month. If you feel that you need more data transfer/bandwidth, you can always upgrade your membership to Premium, where you get 2,000 MB per month. "
So they evidently weren't enforcing bandwidth limits before.
Now they are, and it's 500Mb, not 200.
And yes, it's pretty much the best place to go if you're needing ASP hosting.
As for F2S, I've got one really old account on an old server that has run almost beautifully, and one more recent account that has been nothing short of a nightmare. I don't recommend signing up at F2S now, until they get their newer servers running better. They claimed they were running better, but I'm still seeing a lot of the same problems.

You need to sign up with f2s now, and wait a while until they get the server OK.

The only thing I don't like about Brinkster is that they only hv browser upload, and no ftp..... browser upload always dies half way for me

I like Brinkster. Their are only 2 things I don't like
1. No FTP
2. No CGI or PHP
But the rest is great !!!!
