does it have to be a paid domain?

You need to be able to edit the DNS for your domain to point it to my server. Most free domains (like .tk domains) dont have this feature.

Because unlike my paid plans where anyone can sign up, id rather be selective on what sites i host for free.

You could have a form...That way you can get the information you want in 1 email and if you need more info, just reply. But then...people could spam...
