As long as it is not warez, I don't see a problem in almost any hosts. Http://webmediaspecialties.com, I know does not have a file limit upload

2MB is quite small - but you would have to specify what it was for.

We don't have any file size limits at Clubhost and you also
get full FTP access as well.
