Seeking cPanel hosting

Currently being hosted but the host is down huge amounts of the time so I am seeking another.

-Preferably no more than $5 monthly.
-Around 30 MBs storage.
-Around 3 GBs bandwidth monthly.

-Must support cPanel.
-99% uptime.

Or is that not realistic?

Also one question, I'm not sure how transferring hosts works- will I have to upload all of my files again with a new host or can I continue to use the cPanel I am now with my domain? Sorry, still a bit new to the process. :-)
