I just started my own webhost with the following available:

150mb of Space
1 MySQL database (more available on request)
PHP/Perl/CGI
FTP Access
Domain Hosting (Requires an alternate domain forwarding service)
Virtual Hosting (Get a name on DHS.org (http://www.dhs.org) and it will forward to your site!)
POP3 E-Mail (Only one for now username@yourdomain.com)
Access to .htaccess
Telnet Shell Access

All for only $30 a year.

But I need some help:
I want to be able to actually host the domain and allow for a web admin interface to add subdomains and e-mail accounts for their domains. And to be the dns server.
I also would like a way to allow outgoing e-mail (only supported using telnet now).

I'm guessing you are selling part of a larger account that you have, or running this off your home connection?

Some of the things you want like, "being the DNS server" are not things that a host usually offers to you. The closest thing is using an outside source like http://www.mydns.com or similar. If you want to install something yourself (or are able to) then see:

http://www.isc.org/products/BIND/

Allowing outgoing e-mail is another server issue. If you don't have control of the server you are on, then you are out of luck if the host doesn't allow relaying of mail.

I think the board will need more info to fully answer your questions.

I have full control over the box. So I can install anything I want. I run it off my home connection. So it's just me controlling it.
